What worked for me is to copy everything from Windows folder inside SMAPI archive into game folder (steam lib location\steamapps\common\stardew valley\) so that StardewModdingAPI.exe is near Stardew Valley.exe file. And just running StardewModdingAPI.exe worked for me right away.

I looked into it and I notice that they don't have any manifest.json or .dll and I can't seem to find them anywhere inside the .zip I downloaded.
